Jordan Bridge (ICW Mile 2.8) to Close for Cars, Open for Boats:
            Due to its deteriorating condition, the Chesapeake, Virginia City Council voted on October 14, 2008 to permanently close the JordanBridge to all vehicular traffic on November 8. On that morning, the lift span will be raised and locked into place. It’s one less restriction for ICW travelers, but a hardship for the 7,000 vehicles that cross the 80-year-old toll bridge daily. More Delays for ICW Snowbirds:
Mariners are advised to take caution and proceed slowly when approaching the construction site of a new highway bridge (Middleton Ave.) to Oak Island, over the AIWW, Mile 316.6 in Brunswick County, NC. Barges and a crane will be in the channel from 20 October until 31 December, 2008 causing mariners to be delayed up to 4 hours. This delay will be during daylight hours, two hours before and after high tide. There should be no delay at other times. This notice is from the USCG 5th District LNM 42.
NOTE: While this delay is necessary for the bridge construction, it presents Snowbirds and other ICW travelers with a dilemma in transiting this part of the ICW. The nearest overnight stops are at Southport (Mile 309-315) to the north and then in the Little River area, Mile (Mile 345-348). There are no anchorages or marinas to stop overnight between this new bridge at Mile 316.6 and the SunsetBeach Pontoon Bridge (Mile 337.9). The distance is just a little over 20 miles, and the state of the tide is crucial for many boats. The shoaling at Lockwoods Folly Inlet Crossing (Mile 321)and Shallotte Inlet Crossing (Mile 330) require either precise waypoints (http://www.saw.usace.army.mil/nav/aiww.htm) and/or near high tide for transit, and the Sunset Beach Pontoon Bridge opens only at the top of the hour and often cannot open an hour or two on either side of low tide. With short hours of daylight in the fall, many of us may find ourselves caught in the dark waiting for tide and bridges.

Raster Chart Updates Resumed:

From the USCG 1st District LNM 41: On Saturday October 25th, 2008 at 1230 pm there will be an audible demonstration of Seabrook station's siren alert and notification system. All 121 of the alert sirens located within Seabrook stations ten mile emergency planning zone in Massachusetts and New Hampshire will be sounded briefly for three to five minutes starting at 1230 pm on Saturday October 25, 2008. The sirens may be heard up to two nautical miles off shore. There is no public action required. This is only a demonstration intended to educate and inform residents of what the alarm will sound like. Again, this is only a demonstration and no public action is required.

NY / NJ - PORT OF NEW YORK 50- DEEPENING PROJECT:
The 1st District LNM 41 reminds us that the Federal Channels of the Port of NY/NJ are undergoing long term, extensive dredging. Many Aids to Navigation will be relocated and/or established during this dredging project. More Torpedo Exercises off Boston:
From the 1st District LNM 41: The U.S. and Dutch navies will conduct surface and subsurface exercises including launching and recovery of inert exercise torpedoes from 17 to 26 October 2008 in an area bounded by 42-00N / 069-44W; 42-00N / 068-43W; 41-12N / 068-43W; and 41-12N / 069-44W. Mariners transiting this area are advised to proceed with caution and are requested to cooperate with patrolling Navy vessels and supporting commercial aircraft. TWR 841, NRC GUARDIAN, a U.S. Navy frigate (19 October only) and a Dutch Navy frigate (after 24 October) will be stationed in the area while operations are in progress and will monitor VHF-FM channels 13 and 16.

The Captain of the Port New York has established a temporary safety zone within a 250 yard radius of Ambrose Light at 40-27-00N, 073-48-00W, and approximately 8.35 nm east of Sandy Hook, NJ. This rule is effective until further notice. In accordance with the general regulations in 33 CFR 165.23, entry into, transiting, or anchoring within this safety zone is prohibited unless authorized by the Captain of the Port New York, or his on-scene representative. On-scene representative means any commissioned, warrant, and petty officers of the Coast Guard on board Coast Guard, Coast Guard Auxiliary, and local state, and federal law enforcement vessels who have been authorized to act on behalf of the Captain of the Port, New York.

MODIFICATIONS TO THE APPROACHES OF NEW YORK HARBOR
1. The Coast Guard on or about Oct 20, 2008, intends to establish a Recommended Track entering and departing New York Harbor via Ambrose Channel; an Area to Be Avoided (ATBA) a new and reorientation of the NY Pilot Station. This Recommended Track and ATBA are needed to improve vessel traffic safety by clearly indicating to the multiple waterway users the expected route of Tug and Barge traffic and the location of obstructions. The Recommended Track is not a formal rulemaking and does not mandate that vessels use the route. The Recommended Track, ATBA and revised Pilot Station will be diagrammed on all NOAA charts of the area and noted in the US Coast Pilot.

New GPS Test Signal:
From the USCG 1st District LNM 41: The Coast Guard announces the transmission of test signals from the newly established differential GPS site at St. Mary's, WV. These transmissions are for system test and verification purposes and users are cautioned to not rely on these signals for navigation/safety of life applications at this time.

NJ - INTRACOASTAL WATERWAY (ICW) - LITTLE EGG HARBOR TO CAPE MAY CANAL - PUBLIC NOTICE:
The 5th District LNM 42 announces that mariners are advised that the Coast Guard proposes to change the drawbridge operation regulations of the Route 30 Bridge, at ICW mile 67.2, across Beach Thorofare at Atlantic City, NJ. This proposal would allow for the drawbridge to open on signal every hour during high transit periods in the summer months and to operate on an advance notice basis at all other times. The proposed changes would result in more efficient use of the bridge. Comments on this proposal should be forwarded to the above address (CommanderFifthDistrictCoast Guard, 431 Crawford Street, Portsmouth, VA23704) attention (dpb) no later than December 5, 2008. Delaware River Work:
            From the 5th District LNM 42:
There will be electrical work being conducted by PECO Energy Co. over the Delaware River from Chester, PA to Logan Township, NJ at approximately mile 82. Work will commence on 06 October, 2008 and will be completed on or about 21 November, 2008. Mariners are advised to use extreme caution when transiting the area.
The Dredge CHARLESTON will be conducting dredging operations in the Marcus Hook Anchorage from 07 October to 07 November, 2008. Dredging will commence in the southern part of the anchorage and proceed north. After completing the Anchorage the dredge will move to the ship channel, dredging from Marcus Hook Range Lighted Buoy 9M (LLNR 3210) to the Sun Oil Dock. A submerged pipeline will be placed from the dredging area at Marcus Hook to the vicinity of the Oldman’s Creek on the New Jersey side of the river. The dredge will monitor VHF-FM channels 13 and 16.

Rudee Inlet Again:
From the 5th District LNM 42: A survey of Rudee inlet conducted 03 October, 2008, indicates shoaling to a depth of 7.5 feet MLLW, across the outbound entrance channel. Approximately 200 feet east of the south jetty and a depth of 8.5 feet MLLW, across the inbound entrance channel, approximately 150 feet of the north jetty. Shoaling also exists inside the Inlet, approximately 100 feet east of the inner south jetty, out bound channel least depth of 7.5 feet MLLW.

2. These sanctuaries contain mounds of rip-rap that can rise as high as 6 feet off the sea floor. These sanctuaries are marked on all four corners with white can buoys with orange retro tape worded "DANGER SUBMERGED ROCKS
OYSTER SANCTUARY".

Shallow Water at Bonner Bridge:
From the 5th District LNM 42: A U.S. Army Corps of Engineers survey indicates channel depths between 2.8 and 10 .0 feet MLLW exists east of the fendered span of the Herbert C. Bonner Bridge. Mariners should avoid transiting this area during periods of low water and exercise caution during other tidal periods. Mariners are advised that the only navigational channel under the Bonner Bridge is through the fendered span. Transiting through any unfendered span presents a significant hazard to the vessel and the bridge. Mariners can view the survey at http://www.saw.usace.army.mil/nav/OREGON.htm  

Oregon Inlet, NC, (Not on the ICW) Dredging:
From the USCG 5th District LNM 42:  The Dredge RICHMOND will be conducting dredging operations in Oregon Inlet in the vicinity of Old House Channel and Walter Slough Channel from 01 September to 31 October, 2008. The dredge will monitor VHF-FM channels 13 and 16.

Wilmington, NC Dredging:
Also from the 5th District LNM 42: The Dredge EAGLE ISLAND will be conducting dredging operations in the Wilmington Harbor Anchorage Basin from 22 September, 2008 until 31 January, 2009. The dredge will monitor VHF-FM Channels 13 and 16. A NO WAKE transit is requested from all vessels.

Dredging at Sunny Point, Cape Fear River:
The USCG 5th District LNM 42 announces that the Dredges ATLANTIC and VIRGINIAN will be conducting dredging operations in the Military Ocean Terminal, Sunny Point from 23 October, 2008 to 15 January, 2009. The dredges will monitor VHF-FM channels 13 and 16. Mariners are cautioned to stay clear of dredge, booster, floating (pontoon) and submerged pipelines, barges, derricks and operating wires associated with dredging and marine construction operations.

More Delays, North Myrtle Beach, SC:
            From the 5th District LNM 42: There will be further delays for construction and girder placement across the ICW channel at the new North Myrtle Beach Connector Bridge at Mile 348.3. Times will be announced on VHF 22 prior to restrictions. Tug Chicksawwill will monitor VHF Channels 13 and 16. This phase of the construction will be complete on Nov. 30, 2008. Dates for delays and partial obstructions in the channel are Oct.23, Nov. 5 and 18, 2008. Call 843 724 7616 for further information.

Proposed Bridge Widening, Beaufort, SC:
            The USCG 7th District LNM 42 contains an application for construction of a new high rise bridge adjacent to the McTeerBridge at ICW Mile 539. Comments are sought for 30 days from its publication (Sept. 23, 2008) and should be sent to Commander (dpb), USCG Seventh District, 909 Southeast First Avenue (Room 432), Miami, FL 33131, or to Mr. Randall Overton 305 415 6749, randall.d.overton@uscg.mil .

St. Johns River Restrictions Lifted:
From the 7th District LNM 42:  Boating restrictions have been lifted from some areas of the St. Johns River that have been under emergency-rule vessel restrictions for the safety of boaters since August 2008.

St. Lucie River Power Structure Maintenance:
The 7th District LNM 42 states that Florida Power and Light Company has advised that on 27 October 2008, overhead maintenance activities will be conducted on fifteen (15) structures located within the St Lucie River (See enclosure number 8). Access for construction/maintenance will be by helicopter, no work will be done in or from the water. Transmission line heights will not change, and navigability will not be impeded. A safety boat will be present and on standby should the need to immediately alert boat traffic in the event of an incident that blocks navigation. This project will be completed on or about 01 November 2008. For further information please contact Ms. Jennifer A. Smith at (561) 694-3776.

Lake Okeechobee Level Update:
            We checked http://www.saj.usace.army.mil/conops/structures/navbulln.htm  for the latest depth figures on the Okeechobee Waterway:
            As of October 14, 2008: The lake level is reported to be 14.98 feet.
Route 1: Navigational depths: reported at 8.92 feet.
Route 2 (the RimCanal) is closed with navigational depths of 6.32 feet. Route 2 has been closed since Hurricane Wilma in 2005. Debris has not been removed.
            This is down 0.6 inches from the last report we gave two weeks ago.
            Now that the levels in the Okeechobee Waterway have increased to the point that it is passable by most pleasure vessels whose captain desires to make the trip, we will not post depth information on East Coast Alerts. If there is a change for the worst, we will resume this report.

Florida Bridge Update: From the USCG 7th District LNM 42:           
            Spanish Boulevard Bridge (Mile 1044.9, Boca Raton, FL): The Coast Guard is changing the regulations of this bridge due to repairs. This work will require single-leaf operations on the hour and half-hour with a three hour advance notice to the bridge tender (561 395 5417) for a double-leaf opening. The vertical clearance will be reduced by five feet due to the placement of containment equipment. Dates: 8:00 a.m. on June 15 through 6:00 p.m. on December 8, 2008. In case of emergencies the bridge will open as soon as practicable.
            East Sunrise Bridge (Mile 1062.6): Due to repairs, this bridge will open on the hour, at the top of the hour daily from 9:00 a.m.—4:00 p.m., from October 13 through Oct. 20, 2008.  
Bear Cut, Rickenbacker Causeway, Miami: The fender systems and dolphins are being replaced on the BayBridge (OldWilliamPowellBridge) and the BearCutBridge, between August 18 and October 20, 2008, 7:30 am-4:30 p.m. each day.
Florida Keys, Old Bahia Honda Bridge: (MM 35-37) It has been reported to the Coast Guard that this bridge is rapidly deteriorating and many parts are hanging dangerously below the bridge. The channel at the east end of the bridge is the only clear safe passage. Caution is required. There is also reported in the area wood platforms and wooden debris which has broken free from their moorings.   
Florida Keys, Seven Mile Bridge: (Between Hog Key and Bahia Honda Key): Due to repairs, there is a 30-foot platform which hangs down 8 feet below the bridge. It is marked with flags and lights. The platform will be moved to different areas of the bridge during repairs until December 30, 2008.   
Okeechobee Waterway, Mile 126.3:The Wilson Piggott Bridge will be under single leaf operation from August 18-Feb 28, 2008. A double leaf opening will require a 3 hour notice. The vertical clearance of the down span will be reduced by 5 feet. There will be one 8-hour closure to be announced.
GIWW, Mile 126, Park Boulevard Bridge: Single leaf operation till December 2, 2008. A double leaf opening requires a 4-hour notice. The vertical clearance of the down span will be reduced by 5 feet.
GIWW: CORTEZ/ANNA MARIA BRIDGES: Bridge Regulation Change.
The Coast Guard is changing the operating regulations governing the Cortez bridge mile 87.4 and the Anna Maria bridge mile 89.2 across the Gulf Intracoastal Waterway to allow for the rehabilitation of the Anna Maria Bridge. This rule will allow each bridge to open on a twice an hour schedule, except that each bridge will open once every hour during the 45 day vehicle closure period on the Anna Maria Bridge. This action is necessary for workers safety and will assist in expediting the rehabilitation of the Anna Maria Bridge. This temporary rule is effective through 7 p.m. March 30, 2009.
Sec. 117.287 Gulf Intracoastal Waterway.
(d)(5) Cortez (SR 684) Bridge. mile 87.4. The draw shall open on signal; except that from 6 a.m. to 7 p.m., the draw shall open on the hour and half-hour.
From September 29, 2008 to November 13, 2008, the Cortez Bridge will remain closed to navigation from 5:35 a.m. to 9:25 a.m., 1:35 p.m. to 4:25 p.m. and 8 p.m, to 4:25 a.m. At all other times, this bridge will open once an hour on the bottom of the hour.
(6) The Anna Maria (SR 64) (Manatee Avenue West) Bridge, mile 89.2. The draw shall open a single-leaf on signal; except that from 6 a.m. to 7 p.m., the draw shall open on the hour and half-hour. A double-leaf opening will be available with a one-hour notice to the bridge tender.
From September 29, 2008 to November 13, 2008, the Anna Maria Bridge will remain closed to navigation from 6 a.m. to 9 a.m., 2 p.m. to 5 p.m. and 8 p.m. to 5 a.m., at all other times, this bridge will open once an hour on the top of the hour.

Dredging, Tampa Bay:
From the 7th District LNM 42: Subaqueous Services, LLC., has commenced maintenance dredging in Tampa Bay Port Authority’s Berth 26 and 223 in the vicinity of 27-54.11N 82-25.09W and 27-55.06N 082-26.35W. The dredge MR O, booster barge #1, and tugs Contender and JJ will be on scene and monitor VHF Channel 13 and 16 for safety and maneuvering information. This operation will continue on a twenty-four (24) hours per day, seven (7) days per week basis until completion on or about November 30, 2008.
